HORATIO, Ark.—A Horatio School District Board member has resigned, saying the dilemma the school board faces is a “no-win situation” and the previous school administrations used “Band-Aids” on the buildings.

The resignation letter of Trevor Young was read aloud by Superintendent John “Skipper” Ward before the audience of about 200 attending Monday’s board meeting in the school cafeteria.
