The Texarkana, Ark., School Board of Education has passed a balanced budget for the first time in three years, but the vote Tuesday night was not unanimous.

Board member Carol Dalby voted against passing the $30.9 million budget and the board’s newest member, Adger Smith, abstained from the vote, citing his recent appointment to the board.

Board members Jimmy Hickey Jr., Donald Nelson, Jesse Buchanan and Anthony Ware voted in favor of the 2008-09 school year budget, which was presented by TASD business manager Kathy Hudson.
