The United Way of Greater Texarkana kicked off its 2009 campaign Friday morning, setting a fundraising goal of $1 million.

“The United Way is changing its look and direction,” said Nancy Keenan, United Way board chairwoman. “Before we used to fund agencies. Now we don’t directly fund agencies ... we fund programs.”

In recent years, United Way shifted its focus to programs dealing with education, income and health.
