A box of horse manure delivered to Texarkana College Board Member Mike Craven prompted an investigation that ended Tuesday with school officials saying it was a personnel issue and declining further comment.

The investigation by four agencies into the package delivery and harassing phone calls to five board members did not result in an arrest. Texarkana College, the Texarkana, Texas, Police Department, the FBI and local prosecutors looked into the issue.
