Arkansas Gov. Mike Beebe was in Texarkana to honor area law enforcement officers Thursday at the Texarkana Rotary Clubs’ 28th annual Cecil Phillips Public Safety Officers Appreciation Luncheon.

Beebe praised the jurisdictional camaraderie between both Texarkanas and their willingness to work together. This camaraderie, he said, is something unique in America.
