Former Texarkana College public information officer Kirk Lohse has admitted to college officials he is responsible for the delivery of horse manure to a college board member and making harassing phone calls to others, college officials said Thursday.

Lohse, who resigned his position Tuesday, allegedly was seen by lead investigator Lt. Jeff Cottingham on security camera footage placing a box in the campus mail. That box reportedly contained horse manure and was sent to TC Board Member Mike Craven.
