In Texas, the collection of outstanding warrants and fines is the responsibility of a city marshal, a position Texarkana lacked until the City Council recently created it. Police Chief Dan Shiner said the marshal’s office will be a law enforcement arm for the court, enforcing and collecting warrants and fines that have slipped through the cracks for years. “Too frequently people receive a citation and they don’t appear in court or they get fined and don’t pay their fines,” Shiner explained. “It ...
