At least eight locally-connected rescue groups regularly peruse the Texarkana Animal Shelter looking for likely candidates to help find a home. They work under the radar, saving lives with little or no appreciation.

But those agencies were thrust into the spotlight recently when Texarkana, Texas announced it would not be arranging adoptions at its future shelter facility, but would place that responsibility on rescue groups.
