Some want animal cruelty made a felony in ArkansasState one of five yet to pass legislation

The owner was cited for animal cruelty and has pleaded not guilty to the misdemeanor charge. Animal cruelty and neglect are considered misdemeanors under Arkansas state law. Next year, legislation is expected to be considered to make animal cruelty a felony. Arkansas is one of five states in the nation without a law making the offense a felony. Bernice’s condition is improving and her prognosis is good. The Natural State is one of only five yet to pass legislation making animal cruelty a felony. “I think (this legislation) is very important. Arkansas needs to be like the other 45 states,” said Arkansas Rep. Steve Harrelson, D-Texarkana.
