Price changes and new contracts will herald Monday’s leadership change at the Texarkana Animal Shelter.

Since October shelter staff and Texarkana, Ark., officials have scrambled to adopt a revised fee chart, part of efforts to keep the facility operational now that its financial backer, the nonprofit Texarkana Animal Shelter Inc., is ceasing funding.

Across the state line, Texarkana, Texas, has quickly formed a plan to construct its own state-of-the-art animal shelter and made arrangements for animal care until the facility is built.
