An area lawyer and Atlanta native elected to represent local Texans is drafting legislation that will make psychological screenings mandatory for those who want to adopt children from foster care.

The Dec. 3 death of a 13-year-old boy adopted from state custody after alleged chronic physical abuse at the hands of his 45-year-old Queen City parent has motivated Texas Rep. Stephen J. Frost, D-Atlanta, to act.

“I’m still working on it, but I think at a bare minimum anyone who’s going to adopt from the foster care system should have a psychological evaluation,” Frost said. ...
