Texarkana, Texas, officials announced Monday the City Council would not vote on a proposed animal control ordinance, even before an hour of public questions and criticism.

“We are going to table that ordinance until next month, but we want to still discuss it because we have some issues we want to shore up, too,” Mayor Steve Mayo told citizens.
