Charles Mills, center, was honored by the Kiwanis Club of Texarkana, Ark., with a Hixson Fellowship for his contributions to the club and the Missouri-Arkansas District of Kiwanis International. The $1,000 contribution club members made on his behalf to this fellowship will be used to fund Earl Collins Foundation scholarships in Arkansas and Missouri. Mills is a two-time past lieutenant governor of Mo.-Ark. Division 23, a past president of the Texarkana club and its secretary-treasurer from 1993-2006.
