A rate reduction for Texarkana Water Utilities customers is being considered in Texarkana, Ark., though board members appear divided on the issue. The rates were just increased in March.

At least three members are leaning toward leaving the rates where they are, including Mayor Horace Shipp.

“What I hate for us to do, after going through the heartache of giving a rate increase, is turn around and give a small rate decrease,” Shipp said. “Two percent on my water bill ... will be less than $1 a month.”
