There has been communication between Texarkana’s two city managers over operation of the cities’ water utility, but little other progress has been made.

The pair disagree over the instructions issued by each manager’s governing body.

The Texarkana, Texas, City Council approved in late September an operating budget for the utility but instructed City Manager Larry Sullivan to audit several functions of the agency.
