Report: Mayor's refugee proposal didn't break city laws

RUTLAND, Vt.-An investigation commissioned by Rutland's Board of Aldermen has found that Mayor Christopher Louras did not break any laws when he proposed that the Vermont city become a refugee resettlement site.

City Attorney Charles Romeo says in the report released Monday there's insufficient evidence to establish probable cause that Louras violated the city's charter.

The report found that Louras didn't exceed his authority by writing a letter of support for an initiative without consulting the board.

The mayor announced in April that he had sought out refugee program officials to convince them to choose Rutland as a resettlement site.

The board asked Romeo to investigate Louras' actions in August. He submitted his findings to them Sept. 11 and they voted Monday to release the 26-page report to the public.
