Border Security: Illegal alien deported three times arrested in Texas killing spree

 man named Juan Navarro Rios was arrested over the weekend, a suspect in two murders and a kidnapping.

Navarro allegedly killed a motorist in Dallas and another man in Cedar Hill on Sunday night. He is also suspected in the kidnapping of an Austin landscape worker.

He was arrested Tuesday at a relative's apartment near Austin after allegedly trying to set the building on fire.

Navarro was initially identified by another name-Silvestre Franco-Luvanio. The Dallas County Sheriff's Department says he used at least eight aliases.

That's because Navarro is an illegal alien and something of a frequent flyer at the border between the U.S. and Mexico.

According to U.S. Immigration and Customs Enforcement Navarro was first deported in 1996 after being convicted of a felony. FOX News reported Thursday he was convicted of assault in 1995 and hindering prosecution the next year.

He didn't stay departed. Navarro was picked up in 2009 for illegally entering the U.S. and was deported again.

That didn't do much good either.

By 2010 he was back in Texas and under arrest for vehicle burglary. He went to prison for illegal entry after deportation and was sent back to Mexico in March of 2014.

He came back again and again ran afoul of the law. Only this time the allegations are much more serious. Navarro shouldn't be seen as an example of all or even most illegal immigrants. Cases like his make up a small portion of the whole. But he is a poster boy for the need to secure our borders. No one who has been deported three times should have such an easy time of getting back into the U.S.

Yes, Navarro is an example of failed border security. But there are two other examples here. Ruben Moreno and Welton Betts, his alleged victims. Maybe, just maybe, they would be alive if we did a better job enforcing existing laws. And perhaps they should remind us that even stronger laws are necessary.
