Bowie County reports $5.3 million surplus

NEW BOSTON, Texas-Bowie County commissioners listened to a presentation from the Waco-based Patillo, Brown and Hill auditing firm Monday regarding the county's 2015 annual financial report.
During his presentation, one of the firm's accountants, Todd Pruitt, said the county now has $5.3 million in surplus in its general fund.
"You are now taking steps in the right direction and I encourage you to keep going," Pruitt said.
Bowie County Judge James Carlow thanked Bowie County Auditor William Tye for his staff's work as well as for the work of all the other county department heads.
For his part, Tye said getting the county back into surplus savings was a team effort and he thanked county Treasurer Donna Burns and other county staff.
Precinct 3 Commissioner Kelly Blackburn also thanked Carlow for his efforts in handling the budget.
In other business, commissioners approved plans to apply for state grant money, which will pay for a study on a preliminary plan to have the Interstate 30 and Interstate 369 West Loop interchange run closer to the TexAmericas Center. This could include a possible frontage roadway access to the center.
Scott Norton, TexAmericas Center executive director and chief executive officer, said the study will likely cost between $75,000 and $100,000, but he added the center will contribute a 50 percent match to the grant.
Commissioners also approved an agreement between the county's Precinct 4 road department and Maud, Texas, to conduct minor road repairs and maintenance such as pothole filling, installing driveway culverts, and replacing asphalt in addition to edging and mowing alongside roadways, Precinct 4 Commissioner Mike Carter said.
The agreement would call for Maud city officials to pay for the necessary road materials, county employee time and equipment costs associated with the work.
