Officer stuns suspect, ending Foreman standoff

A federal Game and Fish Commission wildlife officer used a Taser on a Foreman, Ark., man to end a standoff at 2:14 p.m. Friday, where the man had been discharging an AR-15 rifle late Thursday night and Friday morning.

Devin Hawkins, 31, of Foreman was arrested Friday afternoon in Foreman, Ark., near Third Street in northwest Foreman.

On Thursday night, Hawkins reportedly discharged an AR-15 rifle periodically during the night. Hawkins was living in a storage building behind a house that burned about a month ago, said Little River County Sheriff Gary Gregory.

"He told family members he would not be taken out alive, and he would have to be taken out feet first in a body bag," Gregory said.

An Arkansas State Police SWAT team was summoned and preparing to go in and bring him out when he walked out carrying a weapon.

"He came out of the house waving a handgun, and the officer tased the man. He went down and officers took him into custody. We're pleased to end this with no one getting hurt," he said.

Hawkins had been released from the Little River County jail recently after serving a sentence on a disorderly conduct charge.

Hawkins suffers from post-traumatic stress disorder, Gregory said.

The state police, sheriff's department and Deputy Prosecutor Al Smith were reviewing the incident to determine what charges would be filed against Hawkins.

Gregory said Hawkins had been given $200 worth of ammunition by a friend to use the rifle.

He was transported to the Little River County jail.
