Man indicted for fraud in roofing scheme

An indictment recently unsealed in a Texarkana federal court accuses a Texas man of pocketing more than $500,000 in a roofing contract scheme that began in Red River County, Texas.

Glenn Lee Dobbs, Jr., 46, is the only defendant named in a four-count indictment alleging wire fraud in the Texarkana Division of the Eastern District of Texas. The indictment was handed down May 18 and unsealed last week when Dobbs made an initial court appearance July 28 before U.S. District Judge Roy Payne in a federal courtroom in Marshall, Texas.

Dobbs allegedly convinced two people to invest hundreds of thousands in his business by pretending to have solid contracts to roof the Canton Pavilion in Canton, Texas, and the Life Tabernacle Church in Houston, according to the indictment. The investors allegedly transferred $556,000 from the State Bank in DeKalb, Texas, to an account controlled by Dobbs at the Post Office Federal Credit Union in Keithville, La., on four dates in January, February and March 2012.

At last week's hearing, Payne unsealed Dobbs' indictment on an oral motion by Assistant U.S. Attorney Ryan Locker. Dobbs was released on a $25,000 unsecured appearance bond with instructions to appear Aug. 15 for arraignment before U.S. Magistrate Judge Caroline Craven in Texarkana's downtown federal building.

Each of the four counts of wire fraud pending against Dobbs is punishable by up to 20 years in federal prison, a fine up to $250,000, or both.
