Sex offender added to state's 10 Most Wanted Fugitives

Texas Department of Public safety has added a sex offender to the Texas 10 Most Wanted Fugitives list and offers a cash reward of up to $7,500 for information leading to his arrest, said Trooper Sylvia Jennings, DPS spokeswoman.

Robert Houston Hayes, 56, is wanted on charges of armed robbery, aggravated battery with a deadly weapon, parole violation and probation violation, according to reports.

"The violent sex offender has an extensive criminal past," Jennings said in a press release.

Jennings said Hayes was released from the South Texas Intermediate Sanction Facility in Houston on Oct. 23, 2015, and was scheduled to report to a halfway house in El Paso, Texas, the following day.

"Hayes never arrived, and his whereabouts are currently unknown," Jennings said. "(He) was wearing an ankle monitor while traveling and his last GPS location, according to the monitor, was Junction, Texas, where he removed the device and absconded."

Hayes' criminal past includes charges of sexual assault of a child, aggravated escape from custody, sex offender's duty to register annually for life, forgery, fraud, sale of marijuana, theft, cruelty to animals, possession of unregistered firearm and possession of ammunition by a convicted felon, according to Hayes' profile on the Texas 10 Most Wanted Fugitive Website, dps.texas.gov/texas10mostwanted.

The fugitive's profile states he has "violent tendencies" and "should be considered armed and dangerous."

Jennings said Hayes was convicted in 1998 of the sexual assault of an 11-year-old girl in Nebraska and sentenced to three years in a Nebraska state prison. Hayes was also incarcerated in a Texas prison in 2013 after failing to register as a sex offender and has lived in the Amarillo, Texas, and Albuquerque, N.M., areas, she added.

Hayes is 5 feet, 11 inches, and weighs about 185 pounds, according to police. He has a scar on his forehead and may wear glasses. Jennings said Hayes has multiple tattoos, including a dove on the left side of his chest; a spider web on his left hand; a 'Robert Hayes' signature inside of his left leg; a bicycle and unicorn on his back; and other unidentified tattoos on his arms and legs.

Hayes may go by many aliases that include variations of his name. Known aliases reported on the DPS Website include Bob Hayes, Bobby Hayes, Houston Robert Hayes and Robert Houston Hayes Sr.

"Texas Crime Stoppers, which is funded by the governor's Criminal Justice Division, offers cash rewards to any person who provides information that leads to the arrest of one of the Texas 10 Most Wanted fugitives or sex offenders," Jennings said.

DPS investigators work with local law enforcement agencies to help select the fugitives that are featured on the Texas 10 Most Wanted lists for fugitives and sex offenders, according to reports.

"Do not attempt to apprehend these fugitives. They are considered armed and dangerous," Jennings said.
