Author Richard Fluker signs a copy of "The Cows are Out" for Debbie Proctor on Wednesday during the Texarkana chapter of the Texas Retired Teachers Association's monthly meeting at the TISD Services building on Wheeler Street. Fluker's book of short stories is about the life of "a farm kid in the 50's." The local retired teachers association has about 200 local members. Proctor retired from teaching first grade at Spring Lake Park Elementary.
