Texarkana, Texas, City Council will conduct four public hearings during its regular meeting Monday.

Residents will have the chance to weigh in on three proposed new businesses seeking council approval.

The operator of a hair salon at 5822 Richmond Road has requested a zoning ordinance change to allow application of permanent cosmetics there. A special use permit to allow a tattoo studio at 2729 New Boston Road is under consideration, and the council will consider approving a site plan for a dentist office to be built at the northwest corner of Pavilion Parkway and Gibson Lane.

The fourth public hearing concerns the city's annual Community Development Block Grant report. The report details how the city has used funds from the grant program, an operation of the Department of Housing and Urban Development.

A draft of the report is available for public review through 5 p.m. Monday at City Hall.

The agenda includes an open forum during which members of the public may address the council on any topic for up to five minutes each.

The meeting is the only one scheduled for the council in December. It takes place at 6 p.m. in City Hall, 220 Texas Blvd.
