Texas side OKs plans for two new businesses: City to transfer agreements concerning its water system at IP to Graphic Packaging

The Texarkana, Texas, City Council made short work of its regular meeting Monday, moving through a light agenda in less than an hour.

The council gave two businesses the approval they needed to proceed with their plans. A zoning change will allow the operator of a hair salon at 5822 Richmond Road to apply permanent cosmetics there, and the council approved a site plan for a dentist office to be built at the northeast corner of Pavilion Parkway and Gibson Lane.

The council fast-tracked both measures and voted for them unanimously.

The council also approved the city's annual Community Development Block Grants report. The report details how the city has used funds from the grant program, as required by the Department of Housing and Urban Development.

No one spoke during a public hearing on allowing a new tattoo studio at 2729 New Boston Road. A vote on the issue will take place during a future council meeting.

The council voted unanimously to assign certain agreements the city has with International Paper to Graphic Packaging Holding Company.

The city owns a water supply treatment and delivery system operated by IP, which is in the process of selling its North American consumer packaging business-including the Texarkana mill-to Graphic Packaging.

The city will transfer all agreements in place with IP concerning the water system to Graphic Packaging upon the transaction's closing.

The next council meeting is scheduled for Jan. 8.
