Bail set for $1M: Police say suspect upset about being introduced to drugs

Bail has been set at $1 million for a New Boston, Texas, man accused of shooting another man to death in the doorway of his trailer home Monday evening.

Randall Foster, 36, remains in jail on a pending murder charge in the death of Donald "Donnie" Hiram Smallwood.

"He told our investigator that Donnie had introduced him and his wife to drugs and he was upset about that," Bowie County Sheriff's Office Chief Deputy Jeff Neal said.

Smallwood, 40, was reportedly shot multiple times near the front door of his trailer in the Texarkana Mobile Home Park on Terrace Plaza Street in Liberty-Eylau at around 7 p.m. Smallwood's girlfriend, who was in the trailer when the shooting occurred, ran to a neighbor's for help. Foster was taken into custody a few hours later without incident near Maud, Texas, according to an earlier Gazette report.

Smallwood was the subject of a days-long manhunt in September 2003 in Little River County, Ark., according to earlier news reports. A Foreman, Ark., resident who was across the street from his own home noticed a strange truck in his driveway shortly before seeing a man emerge from the rear of the house with the homeowner's property.

The homeowner followed Smallwood through Foreman and onto Highway 32 toward the Oklahoma state line, according to a Sept. 25, 2003, Gazette news report. Smallwood fired shots at the pursuing homeowner, striking the bumper of the man's SUV.

After a tire on Smallwood's truck blew out and his pickup landed in a ditch, Smallwood and an accomplice fled into the woods. The accomplice quickly surrendered but Smallwood remained the subject of a manhunt for more than 48 hours.

Smallwood pleaded guilty in December 2003 in Little River County Circuit Court to charges including residential burglary, theft of property, aggravated assault and possession of a firearm by a felon, court records show. Smallwood received sentences up to 20 years for those crimes in December 2003.

Smallwood was paroled from the Arkansas Department of Correction Oct. 30, 2007, a spokesperson for ADC said. He was returned to prison because of a parole violation July 1, 2011, and released again on parole Feb. 23, 2012, according to ADC. Smallwood returned to ADC on another parole violation Feb. 19, 2015, and released again June 4, 2015. Smallwood returned to prison Sept. 6, 2016, for a parole violation and was most recently released Dec. 21, 2016, according to ADC.

Court records show Smallwood has a history of arrests in Miller County, Ark., and Bowie County, Texas, as well.

Foster's case has not been presented to a grand jury for formal indictment. If convicted of first-degree murder, Foster faces five to 99 years or life in a Texas prison.
