Two public hearings are on the agenda for Monday's meeting of the Texarkana, Texas, City Council.

The first concerns a contract for repairs at the Millwood Water Treatment Plant. Settling of basins at the Texarkana Water Utilities plant in Ashdown, Ark., has caused concrete to crack and separate, requiring repairs.

Before work can begin, the council must approve a contract with Mid-Continental Restoration Co. of Fort Worth, Texas, which submitted the low bid for the project, $99,970. The Texas side's portion is $62,611.21.

The council will also hear public comment on whether it should support a low-income housing builder's application for state tax credits.

Moores Housing Partners has requested resolutions of support from the city in its bid to get Texas Department of Housing and Community Affairs competitive tax credits. The company plans to build affordable apartments at 4015 New Boston Road and 1521 Moores Lane.

Council members will hear several first briefings, including one on a proposal to add breweries, microbreweries, distilleries, microdistilleries and wineries to city
zoning ordinances.

Another first briefing concerns buying utilities billing software for TWU at a total cost of $398,410. The Texas side's portion of the cost would be $249,524.18.

The agenda includes an open forum during which members of the public may address the council on any topic for up to five minutes each. The meeting is scheduled for 6 p.m. Monday at City Hall, 220 Texas Blvd.
