Quintonious Levelt Parker, 34, and Rashod Rushing, 28, were allegedly the only occupants of Max Delta cell 909 when detention deputies smelled a strong odor of marijuana, according to a probable cause affidavit used to create the following account. Officers allegedly discovered pieces of blue, black and white rubber gloves containing suspected methamphetamine, synthetic marijuana and marijuana. Also allegedly recovered from the men's cell were rolling papers and a nail attached with string to a pencil authorities believe could have been used as a "stabbing weapon," the affidavit states.

Rushing is currently charged with second-degree murder in connection with a shooting Nov. 15, 2015, at the Beacon Point Aparments in Texarkana, Ark. Rushing and others were in an apartment when several masked men entered and began firing, according to a probable cause affidavit. Press statements from Texarkana, Ark., police at the time of the shooting described it as drug-related. One of the apartment's occupants was killed. Rushing allegedly ran outside and shot one of the attackers as the man crawled on the ground, suffering from a gunshot wound he sustained during the fire fight in the apartment.

Parker has been arrested and freed on bond repeatedly since he was arrested for allegedly shooting at a group of people June 1, 2015, according to court records. Parker is charged with unlawful discharge of a firearm from a vehicle and four counts of aggravated assault in connection with the alleged June 2015 shooting.

Parker was free on a $50,000 bailbond when he was arrested Nov. 22, 2015, for possession with the intent to distribute cocaine under two grams and for possession with intent to deliver marijuana, 14 grams to four ounces. He was released after posting an additional $30,000 bailbond. Parker was then arrested Jan. 14, 2016, for allegedly possessing drugs and firearms simultaneously; for being a felon in possession of a firearm; and for possession with intent to deliver four ounces to 25 pounds of marijuana. He was released after posting a $100,000 bail bond.

Seven new criminal charges were filed against Parker following an arrest March 14, 2016. The charges, six felonies and a single misdemeanor, are all drug-related. Parker has been in jail since his last arrest. The most recent contraband charge brings the number of felony charges facing Parker to 17. Many of Parker's cases are set for trial next month before Circuit Judge Kirk Johnson.

Rushing is scheduled to appear before Circuit Judge Brent Haltom for a pretrial hearing in February.
