No votes are scheduled for Monday's meeting of the Texas-side City Council, but citizens will have a chance to voice their opinions during three public hearings.

The first concerns a proposal to temporarily designate a
portion of West Third Street, from Oak Street to Main
Street, as Scott Joplin Way. Requested by Carol Collins-Miles, director of the Scott Joplin Support Group, the designation would coincide with the 100th anniversary of Joplin's
death, April 1.

The designation would last a year from the council voting it into effect and would not change the official name of the street. The city would install temporary street signs at intersections along the designated
portion.

The council will also conduct a public hearing on a proposed contract with Mid-Continental Company Inc. of Fort Worth, Texas, to repair Texarkana Water Utilities ground storage tanks at a cost of
$198,155.95.

The project will repair the cracks and spalled areas of the concrete ground storage tanks at Annona, Avery, DeKalb, Hooks, New Boston and Wake Village.

The third public hearing concerns granting a special use permit to allow an adult day care facility at 3700 Olive St. The proposed use is an in-home care facility for the elderly.

The agenda includes an open forum during which members of the public may address the council on any topic for up to five minutes each.

The meeting is scheduled for 6 p.m. Monday at City Hall, 220 Texas Blvd.
