Million-dollar plan to pave parking lot key discussion point

Texarkana College's board of trustees will meet at 11:30 a.m. Monday at the Williams House in DeKalb, Texas, to consider capital improvement projects and the 2017 tax roll.

TC President James Henry Russell said the board is holding the meeting in DeKalb to give residents in that part of Bowie County the opportunity to attend a board meeting and see what is being done with their tax dollars.

"We got in the habit after (the) annexation election of holding meetings throughout the county taxing district," he said. Bowie County voters approved the annexation in 2012.

Russell said the board will discuss several capital improvement projects during the meeting, including a $1.2 million addition to the workforce building to expand some programs, such as electrical technology, and possibly also offer night classes.

TC currently holds this program, along with other trades classes, at a building on Summerhill Road, which is owned by Texarkana Independent School District.

"They have the need for the space, so we'll try to get started soon," Russell said. "We do not have a hard deadline, but the goal would be for Fall 2018."

The board will also consider technology upgrades, heating and air systems and a $1.5 million parking lot paving plan.

"There has been no paving work done at the college in decades," Russell said. "I plan to talk to the trustees about that and get a study done possibly so we can get our paving into good shape. We have millions in deferred maintenance and we are continuing to try and chip away at it."

Over the past five years, TC has made several capital improvements, including replacing all roofs on the campus buildings, remodeling of the enrollment services and humanities buildings, heating and air systems replacements, upgrades to the library and electronic locks for all the buildings.
