A vote on allowing alcohol service past midnight is scheduled for Monday's meeting of the Texarkana, Texas, City Council.

The council will vote on an ordinance that would let restaurants with the appropriate state permit serve alcohol until 2 a.m. The current cutoff time is 12 a.m.

Tusks-N-Horns Bar and Grill requested that the city establish a late-hours alcohol ordinance. Only one person spoke against the ordinance during a public hearing March 12.

Anyone wishing to serve alcohol until 2 a.m. would have to get a Mixed Beverage Late Hours Permit from Texas Alcoholic Beverage Commission.

Also on the agenda is the council's first look at an ordinance authorizing conversion of 256 city street lights to LED fixtures at a cost of $120,300.

As part of an incentive program, Southwestern Electric Power Co. would rebate the city more than $29,500 for making the switch. Using LED lights would save the city more than $24,500 a year in electricity cost, staff estimate.

Based on those numbers, the city estimates the change to LED would pay for itself in four years. The city's savings over a 10-year period would be more than $153,700.

The council will also consider approving minor updates to the city's water conservation and drought contingency plan, which is mandated by Texas Commission on Environmental Quality regulations. The plan was last approved in December 2012.

The agenda includes an open forum during which members of the public may address the council on any topic for up to five minutes each.

The meeting is scheduled for 6 p.m. Monday at City Hall, 220 Texas Blvd.
