Downtown streets changing to two-way roads

Texas-side project will create 170 parking spaces

Texarkana, Texas, plans to change West Third and West Fourth streets downtown from one-way to two-way roads, creating 170 curbside parking spaces in the process.

The project is meant to make the streets match their two-way Arkansas-side continuations.

The city will begin accepting bids for the project soon, and work could begin in 60 to 90 days, said David Orr, director of planning and community development. The three-lane streets will become two-lane, and the city will paint slanted parking-space stripes curbside.

Traffic lights where West Third and West Fourth intersect with Main Street and Texas Boulevard will be replaced by stop signs on all corners.

To get drivers accustomed to the four-way stops, the lights will begin flashing red within the next few weeks and continue to do so until they are removed.

The city will also install new crosswalks at the intersections.

Financing for the project is expected to come from funds first allocated for planning a now-delayed downtown art park, as well as from bonds that were already issued, Orr said. The City Council must approve funding before the work can proceed.
