Man charged for suspected possession of pipe bomb

A 44-year-old De Queen, Ark., man has been charged with carrying a suspected pipe bomb in his pickup truck after he was stopped during a traffic violation in Horatio, Ark.

Kevin Bailey, 44, of De Queen is scheduled to appear in Sevier County Circuit Court Aug. 30 in De Queen to enter a plea for the class B felony of "criminal acts involving explosives or destructive device." He was arrested Aug. 11.

The charge carries a potential sentence of 5 to 20 years in prison and a maximum fine of $15,000.

He was arrested on Hazard Street in Horatio during a traffic stop about 7 p.m. Aug. 11, when Sevier County Deputy Chet Stubbs discovered the alleged pipe bomb in the passenger-side door pocket.

Stubbs opened the door and saw a piece of white PVC pipe. The pipe had caps on both ends and a green fuse.

"I could hear material moving inside of the pipe and it resembled a pipe bomb," Stubbs said in his arrest report.

"I placed the (alleged) pipe bomb back in the passenger side door pocket," he said.

Stubbs notified Chief Deputy Chad Dowdle and Deputies Matt Webb and David Stinson.

The truck was searched, and Bailey was questioned.

Bailey said he found the alleged pipe bomb. He described it as a "pipe thing made out of white piping."

The arrest affidavit did not indicate whether the object was analyzed, stored or destroyed.
