City board to consider private club permit

A vote on an ordinance granting a permit for a private club is the highlight of Monday's regular meeting of the Texarkana, Ark., Board of Directors.

Owner Jamie Reynolds has applied for the permit for Outlaws at 6115 E. Ninth St. City Manager Kenny Haskin and city staff recommend approval.

The ordinance includes an emergency clause, which if enacted by a separate vote would cause the ordinance to take effect immediately. Normally, ordinances go into effect 30 days after the board approves them.

Also on the agenda is a vote to approve a contract for repairs at Texarkana Water Utilities' Millwood Water Treatment Plant in Ashdown, Ark.

Bazan Painting Co. of St. Louis, Mo., was the low bidder for the project, which will repair deteriorated concrete and cracks and install a liner in the settling basin at the plant.

Total cost of the project is more than $297,000, with the Arkansas side's portion not to exceed $110,545.79. TWU has planned for the project in its current budget and has the funds available.

The board will also vote on renewing a contract with the Texarkana Housing Authority to assign two Texarkana, Ark., Police Department officers to conduct special patrols and enforcement operations at THA-owned properties. THA pays the city $130,000 a year for the officers' salaries and benefits.

"Failure to renew would require the City to pay for the salary/fringe benefits for two officers out of our General Fund or layoff of two officers," a summary prepared by city staff states.

The agenda includes a citizen communication time during which members of the public may address the board on any topic for up to five minutes each.

The meeting will be the last presided over by Mayor Ruth Penney-Bell, who is finishing one term as the city's first female mayor. Mayor-elect Allen Brown will take his oath of office Jan. 1.

The meeting is scheduled for 6 p.m. Monday at City Hall, 216 Walnut St.
