Collective bargaining resolution in spotlight of meeting

The Texarkana, Texas, City Council will consider action on a resolution recognizing collective bargaining for the fire department when it meets for its regular meeting Monday.

The council meets at 6 p.m. Monday in council chambers at 220 Texas Blvd.

Chapter 174 of the Texas Local Government Code requires the city to recognize Local 367 International Association of Fire Fighters as the exclusive bargaining agent representative as a result of the internal election held in November 2017.

An election was held on Nov. 8, 2016, to determine whether a majority of those voting were in favor of or opposed to collective bargaining. A majority of voters favored the adoption of Chapter 174 for collective bargaining.

In November 2017, an election was held to determine the identity of the exclusive bargaining representative.

When voting closed, 68 firefighters had cast their ballots for and six against International Association of Fire Fighters Local 367. Two did not vote.

The election confirmed a less formal vote held in late March that resulted in 92 percent of firefighters voting for the union.

Also at Monday's meeting, the board is expected to hear a first briefing on renewing the designation of the portion of West Third Street, from Oak Street to Main Street, as "Scott Joplin Way."

The city received a request from Carol Collins-Miles, director of the Scott Joplin Support Group, to renew the designation on a permanent basis. The council approved the designation for one year on Jan. 23, 2017.

In a letter to the Public Works Department that was written in December, Collins-Miles thanked the city and the department "for the excellent design and installation of these signs honoring our world renowned 'Father of Ragtime.'

"All of the parties endeavoring to promote Scott Joplin, within our communities and attract his fans and tourists to our town have had response about the signs from the public," Collins-Miles wrote.

If approved, the designation will not affect the official name of West Third Street.

There will also be a second briefing on a specific use permit to allow the location of a tattoo studio in a tenant space in Oaklawn Center at 2729 New Boston Road.
