The Arkansas Game and Fish Commission Camp Robinson Special-Use Area, at 331 Clinton Road in Conway, was heavily damaged by the April 27 tornado. Four buildings were destroyed, as well as more than 300 acres of timber.

The victim was treated at CHRISTUS St. Michael Health System and later transferred to University of Arkansas for Medical Sciences Medical Center in Little Rock with head trauma.

Adonte Starks, 21, of Texarkana, Ark., was arrested by Texarkana, Texas, police on a charge of aggravated assault with a deadly weapon for allegedly dragging the woman, his ex-girlfriend, with his vehicle.

Texarkana, Ark., police officers were dispatched to CHRISTUS St. Michael about 9:30 p.m. March 14 after Starks drove the woman to the emergency room, said Shawn Vaughn, spokesman for Texarkana, Texas, Police Department.

Starks reportedly told the medical staff he found the woman injured and lying in the roadway near Albertsons on North State Line Avenue.

Police later learned Starks and the victim recently had a relationship he failed to disclose and that the evidence did not support his statements, according to Vaughn. It was determined that Starks had misled investigators and the incident happened somewhere in Texarkana, Texas. At that point, Texarkana, Texas, detectives took on the investigation.

Detectives believe Starks and the woman were in an altercation after meeting in the 2400 block of Ball Street.

At some point, Starks allegedly drove away at a high rate of speed while the woman was partially inside the vehicle or hanging on the outside of it. She suffered severe head trauma when she fell and hit the pavement, Vaughn said, and detectives are looking for at least one other person believed to have been in the vehicle.

Starks was booked into the Bi-State Justice Building jail early Thursday. His bond has been set at $100,000.
