Elijah West, wearing a Power Ranger costume, enjoys the third annual Downtown Fall Festival on Saturday in Texarkana. Cars, motorcycles and other vehicles were decorated and lined up for children to visit and receive treats. The festival also had live bands who rocked out on the warm October day.
