Man accused of rape, not registering as offender

A man with a 2007 conviction for sexual assault is facing charges in Miller County, Ark., of rape and failure to register as a sex offender.

Jesse Aaron Rodgers, 35, is required to report any change in residence or employment within five days to the law enforcement agencies in the jurisdictions where he is moving from and moving to because of a 2007 conviction for second-degree sexual assault in Saline County, Ark. Rodgers allegedly renewed his registration in Saline County in December but failed to notify that jurisdiction he had left and failed to register with local authorities following a move Feb. 9 to Texarkana, Ark., according to a probable cause affidavit.

Rodgers came to the attention of Texarkana, Ark., police after his former girlfriend reported an alleged rape March 8 to Texarkana, Ark., police. The woman told investigators she moved Feb. 9 with Rodgers to Rodgers' sister's home in the 3700 block of Locust Street.

The woman reported that on the day after the move, she was kneeling on the floor, talking to Rodgers as he sat in a chair, when he forced her to perform a sexual act on him. The woman alleges Rodgers sexually assaulted her Feb. 10 in multiple ways.

The woman told investigators that after Rodgers again forced her to perform a sex act on Feb. 20, she moved away from Texarkana. The woman reported that when she tried to say, "No," during this alleged assault, Rodgers put his fist next to her left eye and said, "Your head looks so much smaller than my fist."

The woman said Rodgers threatened to harm her if she alerted anyone else in the home and that she remains fearful of him.

Texarkana, Ark., police arrested Rodgers on March 9. He is being held in the Miller County jail with bail set at $150,000. Rape is punishable by 10 to 40 years or life in prison.
