Convicted sex offender indicted for voyeurism

TEXARKANA, Texas - A registered sex offender caught on a home security camera allegedly peeping into the window of an 8-year-old boy was indicted Thursday by a Bowie County grand jury.

Harold Gene Spicer, 63, is accused of peeping in the boy's bedroom window at a home in Texarkana, Texas, shortly before 9:30 p.m. Aug. 2, according to a probable cause affidavit. The boy's mother posted footage online of a man walking up to the window and peering in before a whistle feature of her security system caused the man to "briskly walk" and then run away.

The mother told BCSO investigators that her security surveillance system activates a whistle in response to activity. BCSO Investigator Scott Sartor allegedly recognized Spicer when he viewed the footage.

Spicer was arrested Aug. 6. A Bowie County grand jury indicted Spicer for voyeurism involving a victim under age 14. The offense is punishable by six months to two years in a Texas state jail.

Spicer allegedly told Sartor during an interview following his arrest that he walked into the yard of the house where the boy lived after his bicycle malfunctioned "and started to look inside."

"Spicer denied knowing whose bedroom he was looking into but admitted to Investigator Sartor that he probably would have watched if he had seen something like a naked couple," the affidavit states.

Appellate records show Spicer was convicted in the early 1980s for sexually assaulting a woman after he an an accomplice broke into her Longview, Texas, home. Spicer was sentenced to 50 years and required to register as a sex offender.

Texas Department of Public Safety's website shows Spicer is required to register as a sex offender for life. Bowie County court records indicate Texas parole has a hold on Spicer for an alleged parole violation.

Spicer's bond in the voyeurism case is set at $100,000.
