Board to discuss sick leave

Workers have more hours than legal maximum

City employees will keep all their accrued sick-leave hours if the Texarkana, Ark., Board of Directors approves a proposed ordinance Monday.

The measure addresses what to do with thousands of hours of sick leave employees have been allowed to accrue beyond the state-mandated limit of 90 days, a problem recently raised by new Mayor Allen Brown.

Developed by Fire Chief David Fletcher and other city staff, the ordinance would freeze sick-leave accrual for any employee now above the limit, and the city would enforce the limit from now on.

Though city personnel policy aligns with state statutes, in practice city employees have been allowed to bank more than the legal maximum of 90 days of sick leave. The result is more than 400,000 hours of accrued sick leave worth about $9.2 million, according to Brown.

Brown first proposed erasing any hours above the limit, but later rescinded that plan and came out in support of letting employees keep all their hours.

The board will also consider a change in the zoning ordinance regarding permitting for wrecker services.

The agenda includes a citizens communication time during which members of the public may address the board on any topic for up to five minutes each.

The meeting is scheduled for 6 p.m. Monday at City Hall, 216 Walnut St.
