Eight public hearings make up the agenda for Monday's regular meeting of the Texarkana, Texas, City Council.

The council will conduct two required hearings regarding the voluntary annexation of more than 23 acres into the city limits.

Owners of the land-a wooded area fronting the east side of Gin Road and the north side of Moores Lane-have asked for it to be brought into the city to facilitate its development.

Access to city water, sewer and other services would make it easier for retailers or other businesses to locate on the property, a co-owner has said.

The other public hearings concern rezoning and permitting matters, including:

  •  rezoning 1705 N. Bishop Road to allow an embroidery shop;
  •  rezoning 4020 S. Lake Drive to allow a convenience store;
  •  rezoning a property in the 3200 block of Main Street to allow townhouses;
  •  granting a specific-use permit to allow a permanent cosmetics business at 3505 Summerhill Road; and
  •  rezoning 1809 Charlestine St. and granting a specific-use permit to allow a manufactured home.

Anyone may speak during the public hearings. The agenda also includes an open forum during which members of the public may address the council on any topic for up to five minutes each.

The meeting is scheduled for 6 p.m. Monday at City Hall, 220 Texas Blvd.
