Bowie officials approve taking over maintenance for James Carlow Drive

NEW BOSTON, Texas - Bowie County could soon be taking over the maintenance of a roadway used often by the Red River Army Depot.

During their first monthly meeting Tuesday, county commissioners approved a conceptual resolution to allow the county to take ownership and maintenance responsibility for James Carlow Drive - a roadway frequently used by the Red River Army Depot.

The arrangement could be worked out only if grant funds could be obtained from the state to work on the roadway's more immediate needs.

Scott Norton, chief executive officer for the TexAmericas Center, told commissioners that RRAD officials recently approached him about the possibility of having the center apply for and secure Texas Military Preparedness Commission grant funds. Some of these funds, which could amount to about $30 million over the next couple of years, could be used to conduct some immediate repairs, section replacements and general improvements along the roadway.

Norton said that if grant money could be secured for the proposed repair project, followed by the project's successful completion, it would allow the county to match the funds simply by accepting the roadway for continued upkeep and maintenance.

Following Norton's presentation, commissioners approved the resolution's concept, contingent on receiving the grant funds.

In other business, the court also agreed to appoint Bowie County Deputy Fire Marshal Scotty Taylor to the position of fire marshal.
