TEXARKANA, Texas - City Council Member Josh Davis is a candidate for Bowie County tax assessor-collector, he announced during a news conference Thursday.

Davis will participate in the March 2020 Republican primary election for the position, he told an audience gathered at Texarkana, Texas, City Hall.

Davis has represented Ward 6 on the Council since May 2010, and his current term ends in November 2022. He serves as mayor pro tem and is on the Board of Directors of the Bowie County Assessment District, which assesses property values for tax purposes.

Davis said his experience on the BCAD board makes him well-suited for the position. He said it is too early in the process to stake out any platform positions but if elected will focus on improving customer service for taxpayers.

Because Davis has more than one year and 30 days remaining on his current term and has announced candidacy for another office, he automatically resigns from the City Council seat, according to state law. A special election for his City Council seat will be held within 120 days in accordance with state law.

Davis can continue to serve in his City Council post until a successor is elected to the post, according to election code.

Davis is a former firefighter with 20 years on the job with the Texarkana, Arkansas, Fire Department. His mother, Ruth Penney-Bell, is a former Texarkana, Arkansas, mayor.

In recent years Davis voted against the involuntary annexation of six pieces of Bowie County land into the Texarkana city limits and opposed Council approval of housing developments for low-income residents.

Ramona Dawson-Norman is the current Bowie County tax assessor collector.
