NEW BOSTON, Texas - The Three Bostons History Museum served Friday as a farewell reception center for recently retired Bowie County Judge James Carlow - a man who has likely made history himself serving the county for nearly three decades.

"It's almost impossible to think about what one man has done for this entire county community," said former Riverbend Water Resources District Executive Director Liz Fasio-Hale. "James Carlow has performed an almost insurmountable task, by bringing together so many people to sustain and improve the county. If one citizen, in our community, could be bronzed, it would be Judge James Carlow."

Faiso-Hale went on to describe Carlow not only as a mentor but as a great friend.

"He even performed our wedding for my husband and I - and he provided the opportunity for me to work and share my ideas with all the surrounding communities."

She also said that Carlow had a unique ability to form connections with people from as far away as Corpus Christi and Washington D.C.

Carlow's former administrative assistant, Deborah Lann, agreed.

"When I think of Judge Carlow the words, faith, integrity and commitment come to my mind," she said. "He always expected everyone to work and do their job to the best of their ability. His own work ethic was unwavering. His guidance and leadership on issues, has shown me what it takes to be successful. I have witnessed and will never forget what he has done for the citizens of Bowie County. I am personally grateful for the opportunity I had to work for judge Carlow these last 23 years."

Former Texas State District 1 House Rep. Barry Telford said Carlow was great for the whole Texarkana area in addition to being a very good friend to anybody wanting the best for Bowie County

For his part, Carlow said he will continue to serve as vice chairman of the Interstate 69 Alliance as well as serve with the Texarkana Chamber of Commerce in order to keep the Red River Army Depot open.

"I will continue to stay involved because keeping the Red River Army Depot open has always been my passion," Carlow said.
