TEXARKANA, Texas — TISD trustees recently approved two appointments to the Bowie Central Appraisal District Board of Directors.
Residents Amy Bowers and Paul Miller were approved for the appointments after nominations by Trustee Wanda Boyette, who served on the Appraisal District for two decades.
"I value the opportunity I have had to work alongside and learn from so many great leaders during my time with the Bowie County Appraisal District," Boyette said. I feel confident the appraisal district will continue to serve this jurisdiction in an efficient, accurate and fair manner with the oversight of the current and future board."
As a taxing unit within the Bowie Central Appraisal District, TISD must submit the names of nominees by written resolution prior to Oct. 15.
Trustees also gave consideration and/or approval to the following items during its Oct. 8 regular meeting:
Band instruments — Approval was given to The Band House for a Weiss 36-inch, hand-selected chaw gong at $709.90; Music & Arts Center for a Yamaha multi-frame II field frame for YM-2400 Marimba, Yamaha Airlift stadium marching bass drum stands and Yamaha Tough Terrain field frame/multi-frame II Square multi clamps for $2,101.00; and Washington Music Center for $12,769.45 to cover a Yamaha 4.3 Acoustalon marimba with multi-frame and drop cover, Yamaha 3 Octave Gold Studio Vibe with multi-frame and drop cover and Yamaha 3.5 Acoustalon xylophone with multi-frame and drop cover.
Board-certified behavioral analyst services — Awarded to Lisa Mousselli at $80 per hour to oversee supervision of teachers for implementation of behavior plans. Creating and troubleshooting effective behavior plans along with supervision and providing necessary hours for oversight of BCBA supervise candidates to receive their certification and license. Proposal period is Oct. 9, 2019 to Sept. 2020.
Music equipment and supplies vendors — Awarded to J.W. Pepper & Son, Melhart Music Center, Music In Motion, Pender's Music Co., The Band House, Washington Music Center, Wenger and Woodwind and Brasswind for the period Oct. 9, 2019 to Oct. 8, 2024.
Security camera services vendor — Awarded to KLC Video Security for the period of Oct. 9, 2019, to Dec. 31, 2024, at $75 per hour labor rate per worker and $15,000 for blanket service contract for one year.
Investment officers and training locations — State law requires a review and approval of investment officers for the district and list of training locations. Investment officers must receive 10 hours of training every two years in the area of investment to be compliance with state law. Anita Clay, TISD executive director of business operations, and Louisa Strutton chief accountant, were approved for continuation in this position.
Certificates of Deposit to be purchased by TISD from various financial institutions — Pursuant to Texas Government Code Chapter 2256 and Board Policies CDA (legal) and CDA (local), TISD is authorized to invest district funds in certificates of deposit through one or more depository institutions and to select one or more depository institutions for such investment. Approval was given to make no change to the current district policy. Rather, in the event a financial institution needs some proof of authority for the purchase of a certificate of deposit, the resolution, once signed, will provide documentation of that authority.
The next meeting for the TISD Board of Trustees will be Tuesday, Nov. 19.
