Texarkana police arrest 'peacemaker' teen suing department | Charges include 8 counts of terroristic acts

TEXARKANA - An 18-year-old man suing the Texarkana, Texas, Police Department over the loss of his eye was recently arrested for a long list of felonies by Texarkana, Ark., police.

DaQuan Queashad Huey lost vision in one eye after being struck Jan. 27 with the full force of a JPX pepper spray gun as it was deployed by Texarkana, Texas, Officer Scott Lillis. About a week after the injury, Huey's mother, Miracle Farr, filed suit in federal court on her then-17-year-old's behalf alleging excessive use of force. Lawyers for TTPD and Lillis filed a response which faults Huey's own behavior for the injury.

Police were called to the Brookwood Drive area regarding large crowds of people fighting outdoors around 12:30 p.m. Jan. 27. Huey claims he was trying to quell the disturbance and is described in federal court documents by his lawyers as a "peacemaker." TTPD's court filings allege Huey was an instigator who put himself in extremely close proximity to the pepper spray gun as it was deployed.

Huey has a pending charge of misdemeanor resisting arrest stemming from the events of Jan. 27 during which Huey's eye was injured. The case is currently set for trial Oct. 29 before County Court at Law Judge Craig Henry. The case is unlikely to be tried then in light of Huey's current incarceration in the Miller County jail.

Last week Huey was arrested by Texarkana, Ark., police in connection with an alleged home invasion that involved gunplay. Huey is charged with aggravated residential burglary, eight counts of terroristic acts, three counts of breaking or entering involving vehicles and theft of a firearm.

Huey is currently serving a five-year term of felony probation for theft of a firearm in Bowie County, Texas. He was arrested for that offense Oct. 10, 2018, in Texarkana, Texas. Huey pleaded guilty just a couple of days before being struck in the eye but was sentenced after suffering the injury. As a convicted felon, Huey is prohibited from possessing a firearm.

According to a probable cause affidavit, Huey was among three men who allegedly kicked in a door and began shooting at around 5 a.m. Sept. 30 at a duplex in the 3700 block of Ash Street in Texarkana, Ark. A neighbor reported hearing the shots and showed officers where a bullet had traveled into his residence and struck a television.

A man who was up getting ready for work reported that he heard a loud bang and discovered someone had kicked in his back door. The man told officers he was standing on his front porch when several men began shooting at him. Travell Brown, 18, and Gloyd Harris, 21, were arrested after police found them hiding behind a church near the scene. Huey was later identified through witness interviews and home video surveillance and taken into custody Oct. 2. Gloyd and Harris are facing the same list of charges as Huey.

Each of the terroristic act charges is connected to an adult or child at home at the time the bullets began to fly toward the Ash Street duplexes.

Bail for Huey, Harris and Brown is set at $100,000. All are scheduled to appear before a Miller County circuit judge later this month.

Huey's civil suit is currently pending in the Texarkana Division of the Eastern District of Texas before U.S. District Judge Robert Schroeder III. Jury selection is set for October 2020.
