Texarkana Council to vote on incentives for new supermarket

TEXARKANA, Texas -- During a meeting Monday, the City Council will take up whether to offer a $350,000 incentive package to help bring a new supermarket to town.

The Council will conduct a public hearing and vote on offering WinCo Foods tax rebates and cash payments to build an 84,000 square foot store adjacent to Central Mall. Incentives would include $100,000 in rebates of sales taxes paid on construction materials, as well as a $50,000 payment in each of five years the supermarket's payroll exceeds $2 million.

The plan involves demolition of the abandoned former Sears store on the west end of the mall and construction of a new, unattached building, redeveloping 9 acres. Total cost would exceed $21 million, and the initial projected completion date is spring 2023.

The store is expected to employ about 90 people, including at least 30 full-time positions, with an average wage of $15 per hour. Some management positions would start at $18 an hour.

Headquartered in Idaho, WinCo Foods operates more than 100 supermarkets, almost all of which are in the western U.S., mostly California. A few WinCo stores are in the Dallas, Texas, area and Oklahoma. The Texarkana store would be its easternmost.

The chain touts a low price promise, an emphasis on bulk food sales and an employee ownership business model. After six months on the job, each employee receives stock in the company annually.

The Council will also hold public hearings and vote on the following requests:

• Rezoning and granting a special use permit to allow a double-wide manufactured home at the southwest corner of Jameson Street and Texarkana Avenue

• Rezoning and amending a site plan to allow construction of townhouses at 3202 Robin Lane

• Amending a site plan for construction in the 500 block of Belt Road

The agenda includes an open forum during which members of the public may address the Council on any topic for up to five minutes each.
