TEXARKANA, Texas -- A federal indictment recently unsealed by a federal judge in Texarkana accuses three defendants of conspiring to traffic methamphetamine and marijuana.
Julian Allmon, 39, Donald Lavell Jackson Sr., 47, and Jazzel Marie Perry, 24, are named in a one-count indictment issued in April 2021 by a grand jury in the Texarkana Division of the Eastern District of Texas. The indictment remained under seal until Tuesday, when Jackson appeared for arraignment before U.S. Magistrate Judge Caroline Craven in Texarkana.
Allmon entered a not-guilty plea to the conspiracy charge at a hearing in May 2021. Perry entered a not-guilty plea in November.
According to the indictment, the three defendants conspired to distribute meth, 500 grams or more, and marijuana from February through May 2020. Jail records in Bowie County show all three defendants were arrested by Texarkana, Texas, police May 13, 2020, and accused of possession of a controlled substance over 400 grams. They were subsequently released on bond.
The indictment alleges that Allmon has a prior felony conviction for a serious drug offense, conspiracy to distribute cocaine, which could increase the punishment range he faces if convicted of conspiracy to distribute methamphetamine and marijuana.
A forfeiture notice in the indictment states that the government is seeking a $360,000 judgment against the defendants meant to represent the proceeds of the alleged drug distribution.
If convicted of conspiracy to distribute 500 grams or more of methamphetamine, the defendants face 10 years to life in federal prison, a fine up to $10 million or both. If convicted of conspiracy to distribute 500 grams or more of meth with a prior conviction for a serious felony drug offense, a defendant faces 15 years to life, a fine up to $20 million or both.
The cases are scheduled for trial in May before U.S. District Judge Robert Schroeder III in Texarkana's downtown federal building.
