TEXARKANA, Texas -- Police have made an arrest in a 13-year-old murder case.

Charles Louis Madlock, 34, of Wake Village, Texas, has been arrested on charges of murder, according to Bowie County court records. He was booked into the Bowie County Correctional Center on Feb. 9 and is being held on a $1 million bond.

Madlock was 21 when the murder of Rickey Lee Dorsey Jr., 25, happened on Oct. 7, 2009, in the 1600 block of Apple Street. Dorsey was hit repeatedly with .45-caliber bullets and died in a local hospital the next day.

Madlock allegedly staged a drug deal that was actually an aggravated robbery, according to an affidavit. The location of the shooting was a known drug house, according to the affidavit.

Madlock was serving time in the Arkansas Department of Corrections on a parole violation when the murder warrant in Bowie County was obtained, said Shawn Vaughn, spokesman for the Texarkana Texas Police Department. He was extradited to Texas after his time in ADC was finished.

New evidence was found after detectives took another look at the case, Vaughn said.

"It was a cold case detectives were looking at again, and they found something. It was enough to develop probable cause," Vaughn said.

If convicted of murder, Madlock faces five to 99 years or life in prison.
