City Manager Robert Thompson presents a proclamation announcing Sept. 26, 2023, as Personnel/Human Resources Day to city Personnel Administrator Rachel Hopkins during a regular Board of Directors meeting Monday, Sept. 18, 2023, at the Municipal Building in Texarkana, Ark. Later in the meeting, the Board adopted a resolution to accept the contract for Thompson, whose first day on the job was Monday. Thompson most recently was city manager of DeFuniak Springs, Fla. He is Texarkana's third chief executive in less than three years. He succeeds Jay Ellington, who took the job in June 2021 and resigned effective March 31 of this year. City Finance Director TyRhonda Henderson has served as interim city manager since Ellingtons departure. Assistant Mayor Terry Roberts thanked Henderson for taking on dual roles over the past several months, drawing a hearty "That's right" from Ward 6 Director Jeff Hart.
