TEXARKANA, Texas — During its meeting Tuesday, the City Council will conduct public hearings and then vote on four zoning and permitting matters.
Members of the public will have the opportunity to comment on:

— granting a special use permit to allow a permanent cosmetics and microblading business at 4064 Summerhill Square;
— rezoning land in the 3500 block of Waco Street to allow recreational vehicle and boat storage there; and
— granting a special use permit to allow a digital billboard at 2703 Richmond Road.
The Council will also vote on amending the city budget to account for a recent bond issue and on spending $15,000 in support of this year's Live United Bowl banquet.
There will also be a first briefing on the city's most recent Community Development Block Grant Comprehensive Assessment Performance Evaluation Report, which the Council must approve each year.
The agenda includes an open forum during which members of the public may address the Council on any topic for up to five minutes each.
The meeting is scheduled for 6 p.m. Tuesday at City Hall, 220 Texas Blvd.
